An electronic version of the article carefully checked by the author (co-authors) and all supporting documents are sent to the journal’s website in accordance with the established list and requirements (see section Authors on the journal’s website).
A manuscript is accepted for consideration only if it meets the requirements for copyright manuscripts and if all accompanying documents are available. Otherwise, the manuscript is rejected, the corresponding notification is sent to the author within 10 working days.
The manuscript accepted for consideration is registered by the executive secretary in the journal of registration of articles indicating the date of receipt, title, information about the authors. The article is assigned an individual registration number. All listed information is entered into the electronic database of the Editorial Board.
Manuscripts accepted for consideration undergo anonymization procedure. Information about the authors is deleted from the text of manuscript, information about early publications with the participation of the author and co-authors of this article is also deleted from the list of references. The manuscripts are assigned an anonymized registration number, which is used in the subsequent stages of processing and reviewing.
Anonymized manuscripts are sent for review to two or more scholars or specialists in the relevant specialty who is not members of the editorial board. The competence of reviewers is provided by the editors of the journal.
Original reviews certified with signatures with full name reviewers are kept in a separate closed database of the editorial office, for 5 years from the date of publication of the manuscript.
Anonymous reviews, if necessary, can be sent to the authors of the manuscript.
When preparing feedback on work, reviewers are advised to be guided by this Regulation and use the review form proposed by the Editorial Board (see below).
Based on reviews, the Editorial Board makes a decision on the publication or rejection of the article, or on the need for its revision.
At the stage of finalizing and eliminating the comments of reviewers, a written, impersonal polemic between the corresponding author and reviewers through the author’s personal account is allowed (for more details, see the “Personal Account” section).
For all comments of the Reviewers, the authors must give comprehensive written answers in the Personal Account of the corresponding author.
